In India, the maximum withdrawal limit per transaction is RS 10,000. Many Indian ATM for withdrawal charge a Commission of 200-300 rupees. In particular, the following ATMs charge a fee for withdrawal: Icici Bank, IndusInd Bank, HDFC Bank, etc.
Below are the ATMs that do not charge a fee for withdrawals (as of February 2019):
State India Bank (aka SBI) – the most common ATMs are almost in every quarter. Including two ATMs in Tapovan on Badrinath road, one in Lakshman Jhula and one in Ram Jhula near Chotiwala. Several ATMs are located in Rishikesh town.

Kotak Mahindra Bank
It should be borne in mind that your Bank may charge an additional fee for withdrawal. Check this question in advance in your Bank. Also, the conversion rate in different banks may vary.
For security reasons (not only in India, but in any other country), try to withdraw money from ATMs that are located at Bank branches, and preferably in the presence of a security guard.
